It's empty because it's not a real beach, but only a simularcrum of a beach, an indoor tropical paradise in Miyazaki, Japan, where landlocked vacationers go to experience a day at the ocean. It's further removed from reality, because it's only a photograph of a fake beach. Mori is the star of her own dreamscape, the mermaid seen splashing in the water and on the shore.
